In order to strengthen the capacity of the Public Service, the Board wishes to recruit competent and qualified persons to fill the following positions as per Article 176 of the Constitution of Kenya 2010 and Sections 45, 50 and 51 of the County Governments Act 2012.


DEPARTMENT OF HEALTH

 1.      MEDICAL OFFICER: (5 POSTS) 

Terms of Service: Three (3) years contract   

 Salary: Job Group M

 Salary Scale: KSH. 46,230 x 2,120 – 48,250 x 2,460 – 50,810 x 2,560 – 53,370 x 2,660 – 56,030 x 2,830 – 58,860 x 2,980 – 61,840 p.m.

 Duties and responsibilities

 An Officer at this level will work under guidance of a senior officer. Duties and responsibilities will entail:

  • Diagnosing, caring and treating diseases;
  • Performing medical and surgical procedures;
  • Preparing and responding to emergencies and disasters;
  • Participating in management of medicines, medical instruments and equipment;
  • Providing health educational maintaining medical records, health information and data;
  • Counselling patients and their relatives on diagnoses and bereavement;
  • Teaching and coaching medical students, nursing students and clinical officer interns;
  • Preparing requisite documents for registration.
  • Performing any other duties as may be assigned by the immediate supervisor

Requirements for Appointment

  • Be a Kenyan citizen.
  • Bachelor of Medicine and Bachelor of Surgery (M.B.Ch.B) degree from an institution recognized by Medical Practitioners and Dentists Board;
  • Successively Completed one (1) year internship from a recognized institution;
  • Registration Certificate by the Medical Practitioners and Dentists Board;
  • Certificate in Computer application skills from a recognized institution;
  • Satisfy the requirements of Chapter Six of the Constitution of Kenya 2010

2.      NURSING OFFICERS: (5 POSTS) 

Terms of Service: Three (3) years contract

Salary: KShs. 45,000/=

 Duties and responsibilities

  • Providing holistic care by carrying out risk identification and assessment of an individual throughout the lifespan
  • Performing a comprehensive physical examination within various settings;
  • Assessing, formulating, planning and implementing evidence-based nursing care for client/patient;
  • Creating and maintaining a safe nursing care environment for client/patient;
  • Carrying out patient audits to improve client/patient care;
  • Collaborating and maintaining effective working relationships among interdisciplinary teams to support client/patient and their families;
  • Carrying out therapeutic communication with the patient/client;
  • Conducting community health risk assessment and providing outcome based interventions;
  • Documenting interventions and nursing outcomes;
  • Participating in quality improvement and quality assurance procedures;
  • Diagnosing common health conditions and recommending necessary interventions
  • Any other duties as may be assigned by the immediate supervisor

Requirements for Appointment

  • Be a holder of Bachelor’s Degree in either Nursing or Midwifery from a recognized institution;

3.      KENYA REGISTERED COMMUNITY HEALTH NURSE III (KRCHN III): (35 POSTS) 

Terms of Service: Three (3) years contract

Salary: KShs. 40,000/=

Duties and responsibilities

  • Providing preventive and promotive healthcare services;
  • Making simple diagnosis and evaluating patient's outcomes;
  • Assessing, planning, implementing nursing interventions
  • Providing appropriate healthcare service including Integrated Management of Childhood Illnesses (IMCI), immunization, PMTCT, ante-natal care and delivery,
  • Providing health education and counseling to patients/clients and community on identified health needs;
  • Facilitating patients' admission and initiating discharge plans;
  • Maintaining records on patients/clients health condition and care;
  • Ensuring a tidy and safe clinical environment; and collecting and compiling data.
  • Conducting delivery;
  • Prescription and treatment of common diseases;
  • Administering drugs, vaccines, and contraceptives;
  • Performing simple surgical procedures;
  • Referring clients with complex or severe conditions to higher treatment centres for comprehensive care and treatment;
  • Teaching and mentoring other staff

 Requirements for Appointment

  • Be a Kenyan citizen.
  • Be a holder of Diploma in any of the following disciplines: Kenya Registered Community Health Nursing, Kenya Registered Nursing, Kenya Registered Midwifery, Kenya Registered Nursing/Midwifery or Kenya Registered Nursing/Mental Health and Psychiatry from a recognized institution;
  • Be a member of Nursing Council of Kenya
  • Certificate in computer application skills from a recognized institution

4.      ENROLLED NURSE III: (5 POSTS) 

Terms of Service: Three (3) years contract

Salary: KShs. 35,000/=

 Duties and responsibilities

  • Assessing patients and clients and establishing health care needs;
  • Planning and implementing nurse care interventions based on patients’/clients’ health needs;
  • Providing appropriate health care service including, immunization, ante-natal care, delivery, referring patients and clients appropriately;
  • Evaluating healthcare outcomes on patient/clients and preparing individualized reports;
  • Making appropriate discharge plan for patients;
  • Conducting assessment of school health needs;
  • Planning, implanting interventions and preparing periodic reports;
  • Maintaining records on patients and clients personal and health conditions/care;
  • Ensuring a tidy and safe clinical environment;
  • Ensuring safe custody for inpatients belongings;
  • Conducting home visits, following a discharged patient/client and providing continuity of care;
  • Treating minor ailments;
  • Any other duties as may be assigned by the immediate supervisor

 Requirements for Appointment

  • Be a Kenyan citizen.
  • Be a holder of certificate in any of the following disciplines: Kenya Enrolled Nurse, Kenya Enrolled Community Health Nurse, Kenya enrolled Midwifery, Kenya enrolled Psychiatric Nurse or Enrolled Nurse/Midwife from a recognized institution;
  • Be a member of Nursing Council of Kenya
  • Possess a valid practicing license from Nursing Council of Kenya;
  • Certificate in computer application skills from a recognized institution;

5.      REGISTERED CLINICAL OFFICER III: (20 POSTS)

Terms of Service: Three (3) years Contract

Salary: KShs. 40,000/=

Duties and responsibilities

  • This is the entry grade into this cadre and an officer at this level will work under guidance of a senior officer. Duties and responsibilities at this level will include:
  • Taking history, examining, diagnosing and treating patients’ common ailments at an outpatient or inpatient health facility;
  • Implementing Community Health Care activities in liaison with other health workers;
  • Guiding and counseling patients, clients and staff on health issues;
  • Sensitizing patients and clients on preventive and promotive health;
  • Carrying out minor surgical procedures as per training and skill;
  • Collecting and compiling clinical data;
  • Referring patients and clients to appropriate health facilities.
  • Teaching and mentorship of human resources for health at various levels,
  •   Performing any other duties as may be assigned by the immediate supervisor

Requirements for Appointment

  • Be a Kenyan citizen.
  • Be a holder of Diploma in Clinical Medicine and Surgery or Clinical Medicine and Community Health from Recognized institution
  • Be a registered member of the Clinical Officers Council

 6.      MEDICAL LABORATORY TECHNOLOGIST III: (3 POSTS)

Terms of Service: Three (3) years Contract

Salary:KShs. 40,000/=

 Duties and responsibilities

This is the entry and training grade for Diploma holders. An office at this level will work under the supervision and guidance of a senior and experienced officer Duties and responsibilities at this level will entail: -

  • Decontaminating working benches;
  • Receiving and scrutinizing laboratory requisition forms and specimens;
  • Preparing clients for collection of specimens;
  • Receiving, collecting, labelling and registering of specimens;
  • Disaggregating specimens for processing and analyses;
  • Preparing reagents; examining specimens;
  • Writing and recording of results;
  • Dispatching the results for use in clinical management;
  • Preparing stains;
  • Performing blood grouping;
  • Issuing blood and blood products to peripheral Health facilities and;
  • Storing blood products according to their requirements
  • Performing any other duties as may be assigned by the immediate supervisor

Requirements for Appointment

  • Be a Kenyan citizen.
  • Be a holder of Medical Laboratory Sciences or any other equivalent qualification from an institution recognized by the Kenya Medical Laboratory Technicians and Technologists Board;
  • Be a registered member of Kenya Medical Laboratory Technicians and Technologists Board (KMLTTB);
  • Certificate in computer applications skills
  • Possess a valid practice license from KMLTTB
  • Satisfy the requirements of Chapter Six of the Constitution of Kenya 2010

7.      NUTRITION AND DIETETICS TECHNOLOGIST III: (4 POSTS)

Terms of Service: Three (3) years Contract

Salary: KShs. 40,000/=

 Duties and responsibilities

Duties and responsibilities at this level will include:

  • Providing nutrition services in health care facilities;
  • Conducting nutrition assessments;
  • Collating and compiling nutrition data;
  • Providing nutrition health education and demonstration;
  • Counselling patients with specific nutritional needs;
  • Monitoring preparation of therapeutic feeds;
  • Implementing outpatient and inpatient supplementary and therapeutic feeding programmes;
  • Promoting maternal, infant and young children feeding programmes;
  • Providing micronutrient supplementation;
  • Monitoring and evaluating diet related non communicable diseases;
  • Implementing hospital menus;
  • Preparing monthly nutrition reports in health care facilities;
  • Promoting baby friendly hospital and community initiatives;
  • Supporting emergency response.

  • Be a holder of Diploma in Community Nutrition, Clinical Nutrition or Nutrition and Dietetics from a recognized institution;

 8.      RADIOGRAPHER III: (4 POSTS)

Terms of Service: Three (3) years Contract

Salary: Job Group H

Salary Scale: KSH. 23,780 x 1,030 – 24,810 x 1,050 – 25,860 x 1,050 – 26,910 x 1,120 – 28,030 x 1,160 – 29,190 p.m.

 Duties and responsibilities

This will be the entry and training grade for Radiographers cadre. An officer at this level will work under the supervision and guidance of an experienced officer. Specific duties will include:

  • Providing radiographic services to the patients;
  • Processing, verifying and maintaining information relating to patients;
  • Ordering and maintaining records of radiographic and photographic supplies.
  • Performing any other duties as may be assigned by the immediate supervisor

Requirements for Appointment

  • Be a Kenyan citizen.
  • Kenya Certificate of Secondary Education (KCSE) mean grade C (plain) with grade C (plain) in English/Kiswahili, Biology/Biological Sciences or Physics/Physical Sciences and C- in Mathematics; and
  • Be a holder of Diploma in any of the following: Diagnostic Radiography/Medical Imaging Sciences, Ultrasound, Computerized Tomography, Magnetic Resonance Imaging, Mammography, Nuclear Medicine, Radiation Therapy and Digital Medical imaging equipment or its equivalent from a recognized Institution.
  • Satisfy the requirements of Chapter Six of the Constitution of Kenya 2010

In addition to the above requirements, an officer must have the following

9.      ASSISTANT PUBLIC HEALTH OFFICER III: (2 POSTS)

Terms of Service:  Three (3) years Contract

Salary: KShs. 40,000/=

 Duties and responsibilities

This will be the entry and training grade for this cadre. An officer at this level will provide Environmental Health Extension services in the area of deployment, where specific duties and responsibilities will include

  • Mobilizing, sensitizing and advising communities on matters related to environmental health;
  • Referring health cases to relevant health facilities;
  • Carrying out immunization;
  • Identifying environmental health issues at community level;
  • Organizing community health days to advise communities on common public health issues
  • Collecting and maintaining up to date records of services rendered;
  • Assessing health needs of the community; implementing vector, vermin and rodent control measures;
  • Implementing integrated mosquito and other Strategies
  • Performing any other duties as may be assigned by the immediate supervisor

Requirements for Appointment

  • Be a Kenyan citizen.
  • Be a holder of Diploma in either Environmental Health Science or Public Health Inspection from a recognized institution; and
  • Certificate of Registration by the Association of Public Health Officers;

10.  ASSISTANT HEALTH RECORDS AND INFORMATION MANAGEMENT OFFICER III: (1 POST)

Terms of Service:  Three (3) years Contract

Salary: KShs. 40,000/=

 Duties and responsibilities

This is the entry and training grade for this cadre. An officer at this level will work under the guidance of a senior officer and experienced officer. Duties and responsibilities at this level will entail:

  • Receiving and documenting patients at hospital reception;
  • Registering and booking appointment for patients to clinics and consultants;
  • Storing and retrieving medical records documents;  
  • Preparing clinics;
  • Updating bed bureau;
  • Editing of patient case records;
  • Gathering data from different sources;
  • Capturing data from service points;
  • Maintaining record safety and confidentiality;  
  • Storing and retrieving medical records;
  • Balancing daily bed returns;
  • Creating and maintaining master index;
  • Updating patient master index;
  • Directing patients to relevant clinics;
  • Scheduling of patients to the consultants and specialty clinics;
  • Assigning codes to diseases and surgical procedures according to the International Classification of Diseases and Procedures in Medicine;

11.  OCCUPATIONAL THERAPIST III (2 POSTS)

This is the entry and training grade for this cadre. An officer at this level will work under the guidance of a senior officer and experienced officer. Duties and responsibilities at this level will entail:

  • Assessing and formulating patient treatment plan;
  • Maintaining records and data relating to patients;
  • Collecting data for operational research;
  • Sensitizing the community on occupational therapy issues;
  • Preparing periodic reports;

  • Kenya Certificate of Secondary Education (KCSE) mean grade C- (minus) or its equivalent qualification with at least C in English/Kiwsahili and Mathematics from a recognized institution;
  • Diploma in any of the following: - Health Management, Hospital Administration, Business Administration or its equivalent qualification from a recognized institution;

  • Receiving, issuing and inspection of goods and services in consultation with user departments to confirm that they conform to requirements as specified in contracts or orders;

  • Be a Kenyan citizen;
  • Be a holder of KCSE mean grade C- with a minimum of C- in Mathematics and English or Kiswahili or its equivalent qualification from a recognized institution;
  • Be a holder of Diploma in (CIPS) in Supplies Management or its equivalent from a recognized institution;
  • Certificate in computer application skills from a recognized institution;
  • A registration Certificate from a relevant professional board or Association if any.

14.  PHYSIOTHERAPIST: (5 POSTS)

Terms of Service: Three (3) years Contract

Salary: KShs. 40,000/=

Duties and responsibilities

  • Screening, assessing and providing therapeutic exercises, manual therapy, electrotherapy and hydrotherapy interventions as per the patients/clients formulated treatment plan at an inpatient and outpatient unit/ward/health institution;
  • Carrying out physical disability assessment and categorization, registration and other services;
  • Verifying and maintaining information and records relating to patients;
  • Carrying out home visits and following up on patients’ progress;
  • Sensitizing the community on physiotherapy issues;
  • Maintaining patient/client progress reports;
  • Collecting data on operational research;
  • Preparing periodic reports;
  • Any other duties as may be assigned by the immediate supervisor

Requirements for Appointment

  • Be a Kenyan citizen;
  • Be a holder of bachelor’s degree in physiotherapy from a recognized institution;
  • Certificate of registration from Physiotherapy Council of Kenya (PCK);
  • Current certificate of practice from Physiotherapy Council of Kenya (PCK);
  • Certificate in Computer Application Skills from a recognized institution;
  • Satisfy the requirements of Chapter Six of the Constitution of Kenya 2010.

15.  PHARMACEUTICAL TECHNOLOGIST: (10 POSTS)

Terms of Service: Three (3) years Contract

Salary: KShs. 40,000/=

Duties and responsibilities

  • Interpretation and issuing medication as per prescription;
  • Ensuring proper keeping of pharmacy records;
  • Commodity management of drugs and non-pharmaceuticals to ensure no stock-outs or wastage through expiry;
  • Teaching and mentoring other staff;

Salary Scale: Ksh. 35,400 x 1,600 – 37,000 x 1,660 – 38,660 x 1,750 – 40,410 x1,850 – 42,260 x 1,930 – 44,190 x 2,040 – 46,230 p.m.

Duties and responsibilities

  • Assisting in conceptualization, design, implementation and monitoring & evaluation of existing and future health programs;
  • Writing proposals and coordination of donor funded programs;
  • Coordinating and accompanying the county first lady in sensitization meetings, advocacy and other related activities aimed at mobilizing resources for the department of health.
  •  Any other duties as may be allocated by the immediate supervisor.

Requirements for Appointment

  • Be a Kenyan citizen;
  • Diploma/Higher National in Community Health Nursing or Clinical Medicine & Surgery from a recognized institution;
  • Registration with the Nursing Council or Clinical Officers Council;
  • Valid practicing licence;
  • Bachelor’s Degree in either Community Health or Public Health from a recognized Institution;
  • Good skills in writing proposals;
  • Be conversant with management of donor funded programs;
  • Excellent management abilities within multi-disciplinary team;
  • Possess at least 10 years working experience and vast knowledge in working with Non-Governmental organizations.

DEPARTMENT OF LANDS, MINING, PHYSICAL PLANING AND URBAN DEVELOPMENT

1.     
PRINCIPAL LAND SURVEYOR - (1 POST)

Terms of Service: Permanent and Pensionable 

Salary: Job Group N

Salary Scale: Ksh. 53,370 x 2,660 – 56,030 x 2,830 – 58,860 x 2,980 – 61,840 x 3,330 – 65,170 x 3,480 – 68,650 x 3,660 – 72,310 x 3,570 – 75,880 x 3,650 –  79,530p.m.

 Duties and responsibilities

i)     Providing effective and efficient geographical information in accordance with the Constitution of Kenya, and other laws relating to land;

ii)     Providing modern geoinformation which involves land surveying, cartography, photogrammetry, photolithography and hydrography leading to the establishment of a County Land Information System.

iii)   Assisting in formulating and reviewing policies on surveying, mapping and county Spatial Data Infrastructure, cadastral, adjudication, subdivision schemes, photo control, engineering and hydrographic surveys;

iv)        Preparing and publicating plans, maps charts;

v)        Providing guidance on survey equipment;

vi)      Monitoring and evaluating the survey and mapping activities;

vii)    Promoting new and emerging technology in surveying and mapping fields;

viii)   Carrying out angular and distance measurements and computation for medium and high   density topographical, general engineering, sub-divisional schemes, medium area cadastral and photo control surveys.

ix)    Any other duties as may be assigned from time to time.

For appointment to this grade, the officer must have:

i)                   Served in the grade of Senior Land Surveyor or in a comparable and relevant position in the Public Service or Private sector for a minimum period of three (3) years;

ii)                 Bachelor’s degree in any of the following disciplines; Land Surveying and Photogrammetry, Geomatics, Technology in Geo-informatics, Geospatial Engineering, Philosophy in Technology (survey), Hydrography from a recognized institution.

iii)               Master’s degree in any of the following disciplines; Land Surveying, Land Management, cartography, Photogrammetry, Photolithography, Geomatics, Geomatic Engineering, technology in geomatics, Technology in Geoinformatics, Geospatial Engineering, Geographical Information Systems (GIS), Geodesy, Hydrography, Environmental science, Information Science or its equivalent qualification from a recognized institution is an added advantage.

iv)               Full membership of the Institution of Surveyors of Kenya (MISK),

v)                  Attended strategic leadership development course lasting not less than six (6) weeks from a recognized institution;

vi)               Certificate in computer applications and

vii)             Demonstrated managerial, administrative and professional competence in work performance and exhibited a thorough understanding of devolution and survey as devolved function.

 

2.      PRINCIPAL GIS AND PLANNING OFFICER - (1 POST)

 Duties and Responsibilities

i)               Preparation of local physical development plans, urban and municipal plans, plans for local centres, market centres, trading centres e.t.c.

ii)             Preparation of action plans for specific projects such as residential housing schemes, resettlement action plans, and preparation/updating of County Spatial Plan (CSP), etc.

iii)           Undertaking development control and ensuring compliance with approved plans;

iv)           Collecting and analysing physical and spatial planning data;

v)              Providing advice on development applications and application of GIS technology;

vi)           Managing of physical and spatial planning records;

vii)         Prepare GIS-based project proposals;

viii)       Compile and integrate geographic data from a variety of sources including existing maps and reports, field observations, satellite imagery/digital aerial photography;

ix)           Advise in the purchasing, implementation and formation of the County integrated GIS lab;

x)              Any other duties as may be assigned from time to time.

i)                Have a Bachelor’s degree in Urban and regional Planning, GIS, Geospatial Science/technologies, Cartography, or any natural Science with hands-on experience using GIS from a recognized university;

ii)              At least 5 years’ hands-on experience in Physical/Urban Planning and GIS with hands-on experience in using GIS to develop geo-data bases from existing maps and reports, field’s observations, satellites imagery/digital aerial photography

iii)            Be a graduate member of Kenya Institute of Planners (KIP) or Architectural Association of Kenya (Town Planning Chapter) or the Institution of Surveyors of Kenya;

iv)            Show basic understanding and competence in relevant computer application skills;

v)               Demonstrate understanding in application of GIS and related analysis;

vi)            Demonstrate a high degree of professional and technical competence;

vii)          Proficient in use of GIS software (Arc GIS 10.x, QGIS or any other open source GIS software), use of ENVI and ERDAS IMAGINE will be an added advantage

viii)        Satisfy the requirement of Chapter Six of the Constitution of Kenya 2010

3.      LAND SURVEYOR II -  (4 POSTS)

Terms of Service: Permanent and Pensionable 

Salary: Job Group K

Salary Scale:  Ksh. 35,400 x 1,600 – 37,000 x 1,660 – 38,660 x 1,750 – 40,410 x 1,850 – 42,260 x 1,930 – 44,190 x 2,040 – 46,230 p.m.

 Duties and responsibilities

This is the entry and training grade to this cadre. An officer at this level will work under the guidance of a senior officer. Duties and responsibilities at this level entail;

 i)        Carrying out angular and distance measurements and computation for medium and high density topographical, general engineering, sub divisional schemes, medium area cadastral and photo control surveys.

ii)                 II)      Any other duties as may be assigned from time to time.

 For appointment to this grade, the officer must have:

i)       Bachelor’s degree in any of the following disciplines; - Land Surveying and Photogrammetry, Geomatics, Geomatic Engineering, Technology in Geomatics, Technology in Geoinformatics, Geo-spatial Engineering, Philosophy in technology (survey), from a recognized institution and

ii)     Certificate in computer application.

4.      PHYSICAL PLANNER - (1 POST)

Terms of Service: Permanent and Pensionable

Salary: Job Group K

Salary Scale: Ksh. 35,400 x 1,600 – 37,000 x 1,660 – 38,660 x 1,750 – 40,410 x1,850 – 42,260 x 1,930 – 44,190 x 2,040 – 46,230 p.m.

Duties and responsibilities

  •  Preparing physical development plans
  • Undertaking feasibility studies on physical, social, economic and environmental characteristics
  •  Implementing physical plans for national, regional, urban areas and cities;
  •  Processing development applications;
  •   Maintaining physical planning records;
  •  Any other duties as may be assigned from time to time. 

Requirements for Appointment

i.        Have a Bachelor degree in any of the following disciplines:- Urban and Regional Planning, Urban Planning, Town Planning or related course  from a recognized institution.

ii.      Be a registered member of the Kenya Institute of Planners or Architectural Association of Kenya (Town Planning Chapter).

iii.    Have a certificate in computer application skills from a recognized institution; and

iv)       Have demonstrated merit and shown ability as reflected in work performance and results.

v)     Satisfy the requirement of Chapter Six of the Constitution of Kenya 2010

5.      OFFICE ASSISTANT (MESSENGER) - (1 POST)

Duties and Responsibilities

i)                To be responsible for managing all aspects of picking up and delivering items to their ultimate destinations, and keep a record of delivery information;

ii)              Pick up and deliver items to their ultimate destinations on behalf of the Department;

iii)            Plan and follow the most resourceful delivery information and practices;

iv)            Keep a record of collecting essential payments and signatures from different stakeholders;

v)               Clean office spaces, table, chair, equipment daily basis;

vi)            Provide administrative support to the department;

vii)          Ensure general cleanliness, of the office;

viii)        Support field activities as and when required;

ix)            Any other duties as may be assigned from time to time

For appointment to this grade, an officer must have;

i)                   A KCSE certificate or a certificate in relevant field;

ii)                 Ability to work in an organized and systematic manner;

iii)               Ability to organize documents in the systematic manner;

iv)               Fast learner and ability to adopt to new environment;

v)                  Good temperament and communications skills in English and Swahili;

vi)               Possession of a driving license is an added advantage;

vii)             At least two years’ work experience in a similar position in a corporate or government organisation.
